North DMC mulls jobs for beggars, rag pickers

North DMC commissioner P K Gupta on Monday announced that the body will employ beggars and rag pickers in the area as attendants in public and mobile toilets. The project will be carried out by supporting the formation of a cooperative society of beggars and rag pickers.

‘We want the beggars and rag pickers to lead a better life in the city,’ said P K Gupta. ‘If the project succeeds it will be extended to sanitation and door to door garbage collection,’ he added.

Meanwhile, North DMC has proposed to increase parking charges and revise property tax besides proposing some new taxes. The commissioners P K Gupta in his budget focused on improving health facilities by opening new hospitals and augment services in the existing hospitals.

The list of heath related projects of the commissioner include a 500-bed air conditioned hospital in Haiderpur, a new surgery block with 20 operation theatres in Hindu Rao Hospital, a new block in Kasturba hospital with 500 beds and pharmacology department in AB Vajpayee North DMC Medical College.

‘We will redevelop old MCD building, Town Hall, into a world tourist destination,’ said P K Gupta, while presenting a budget over Rs 4,040 crore. The commissioner has proposed to increase property tax by 5-7 per cent in all categories.

The commissioner has pushed an increase of parking rates for cars from Rs 10 for 10 hours to Rs 10 for one hour, Rs 12 for three hours and Rs 10 for every additional hour. Similarly parking charges for commercial vehicles have been increased several times, besides imposition of congestion charges on highly congested roads.

 All these provisions were proposed by the three commissioners last year but were rejected by ruling BJP in the same vein. Besides, Gupta has proposed garbage picking charge, sanitation fee, cleaning fee for social and religious functions, hike in health trade license, hike in street parking fee, hike in night parking charges and tax for organising functions in farm houses and motels.

‘The proposals are the personal views of the commissioner. These proposals will be discussed among members of the house. We are of the view that people are already struggling with price rise and we will not put extra burden on them,’ said Ram Kishan Singhal, chairman of standing committee in North DMC, giving a clear indication that his party will follow ‘no tax hike, no new taxes’ formula.

‘We will increase our revenue by bringing more tax payers under tax net but never over burden honest tax payers,’ he added.
