North DMC likely to copy South to achieve property tax collection target

Taking a cue  from the South Delhi Municipal Corporation, North DMC is likely to introduce incentive schemes to achieve the revenue target in property tax collection.

'We are drafting a policy to introduce performance related incentives or bonus schemes in tax collection departments, particularly for property tax, to achieve the revenue target,' said a senior officer of the property tax department, in North DMC.

He however, said that the draft is at a very nascent stage. Property tax is one of the major sources of revenue in civic bodies, but there are lapses in collection, as the corporations don’t have the record of taxable properties.

North DMC has set a target of Rs 400 crore in terms of property tax collection  from its six zones and six circles.

In the recently concluded financial year 2012-13, North DMC had a target of Rs 350 crore but could achieve only Rs 334 crore.

'We have almost achieved our original target of property tax, which was set at Rs 335 crore,' said MSA Khan, assessor and collector in the property tax department of North DMC.

The target of the corporation was revised to Rs 350 crore in the mid of the financial year.

'We have also registered an increase in the revenue collection by over Rs 149 crore. The revenue target from the North DMC area last year was only Rs 185 crore which Rs 334.42 crore this year,' added Khan.

The South DMC, has introduced a bonus scheme for its property tax department, as part of which non-performing officers were  penalised, but performing officers were awarded a bonus.

The minimum revenue collection target was fixed at 20 per cent more  than the last year and targets were fixed at each level, resulting in South DMC exceeding its revenue targets.
