No comments on Masterplan from public, DDA does needful

A high-level meeting was held, in which various authorities, including Governor of Delhi, vice chairman of Delhi Development Authority [DDA], senior members of DDA and officials from union urban development ministry held, participated on Friday.
Some of the important decisions were taken, including amendment to Master Plan to allow inclusion of multi-disciplinary clinics under Clinic in the other activities column of mixed use regulations. A request had been received from the Commissioner, Disabilities, Delhi government wherein it had been requested that under the term ‘Clinics’, all activities such as allowing physiotherapy, pathological lab etc, should be allowed so that all facilities are available to disabled people under one roof.
Earlier, for this amendment to Master Plan, objections and suggestions had been invited from public but since no objection or suggestion was received, it was placed before the authority for approval and the same was approved.
It was suggested by the members of the authority that in all community halls being constructed by DDA, a floor should be earmarked for elderly people where all facilities for recreation, relaxation and reading can be provided. The suggestion was welcomed by Governor and it was decided to further work on it.
Many proposals regarding personnel matters were also approved by the authority which included adoption of Conduct and Service Rules of Department of Personnel and Training [DoPT] as and when amended without being referred to the Vice-chairman for approval. Since DDA has been adopting Central government rules it was felt that there is no necessity for seeking approval for each and every amendment in the rules from Vice-Chairman.
Proposal for setting up a National Institute of Technology in Zone PI, Narela Sub-city was also approved. It was stated that since there is no land available in other parts of Delhi, the land available in Narela Zone should be allotted. The request for the institute had been received from HRD Ministry. It was also decided that it will be allowed to be developed as a full fledged University Campus.
Policy for continuation of existing seven temporary cinemas in Delhi was also recommended. It was explained that the cinemas which had been in existence for very long time but have no legal status, can be regularised with certain conditions. It was decided that FAR for these cinemas will be allowed up to 100 subject to maximum of 2000 sq mtrs of built up area. In case a cinema hall has more land, the rest of the area will be kept green. For other aspects the rules applicable to the normal cinemas will be applicable. For parking norms, it was decided that it should be 3ECS per 100 sq. mtrs. of built up space.
