NHRC to investigate minor’s charges against juvenile home

The National Human Rights Commission (NHRC) has taken suo motu cognisance of media reports quoting a juvenile released from <span style="border-bottom: 1px solid #0000FF !important;text-decoration:underline !important;color:#0000FF !important">Seva Kutir Juvenile Home in <span style="border-bottom: 1px solid #0000FF !important;text-decoration:underline !important;color:#0000FF !important">Mukherjee Nagar, who said that it was quite dangerous to live inside the home, as brawls and beatings are a part of everyday life there.

The released minor has also said that most boys at the correctional home were drug addicts and they get aggressive when their demands for drugs are turned down. He also alleged incidents of sexual assault inside the home.

The minor has said that juveniles, who have spent a long time at the home, tend to exploit newcomers. The boys, who came from Tihar Jail were hardened by their experiences in the jail and were often very brutal, the juvenile has alleged. NHRC has directed its director general (investigation) to constitute a team for a surprise inspection of the home and submit a report.

The commission has also taken suo motu cognisance of another related matter reported by the media about the fight between two groups of juveniles in the same juvenile home, wherein the inmates went on a rampage, broke furniture and attacked some inmates with sharp-edged blades on 17 December. The commission has issued a notice to the secretary, Department of Social Welfare and <span style="border-bottom: 1px solid #0000FF !important;text-decoration:underline !important;color:#0000FF !important">Delhi government, calling for a report within four weeks.
