NHRC seeks reply from Punjab, K’taka

Taking note of “serious violation” of human rights in two cases in Punjab and Karnataka, the National Human Rights Commission (NHRC) on Monday issued notices and sought response from the state governments.
While Punjab’s Principal Secretary of Health was issued a notice over reports that a primary health centre in Moga was operating without power for the past 21 years, the same was issued to Karnataka Chief Secretary over reports of senior citizens losing eyesight after a free cataract surgery camp at Mandya.
The Karnataka government has been given four weeks to submit a report in the matter, while two weeks has been given to the Punjab government.
“According to the media report, after efforts to restore power supply to PHC failed, the Health Department in Moga asked the state government to close it as it was difficult for doctors and para-medical staff to work there,” an NHRC release observed.
On the other case, the Commission observed that the eye camp was organised at Bhagwan Mahavir Eye Hospital on the April 1 under the 'National Swasthya Beema Yojana'.
"A few days after the surgery, the patients started feeling severe itching leading to swelling in the operated eye and slowly lost vision," the NHRC release stated.
Moga case: Punjab Roadways to install CCTV cameras in buses
The Punjab Government on Monday invited e-tender to install CCTV cameras in the roadways buses and at the bus stands with an aim to provide better security to commuters. "In the initial stage there is a proposal to install cameras and digital video recorders in 100 buses, 18 depots and three bus stands," a spokesperson of the Transport Department said on Monday. "E-tender has been invited from the reputed registered firms/companies for this purpose," he said. Notably,on April 29, a woman and her teenage daughter were allegedly molested and thrown off a running bus in Moga, leaving the girl dead and mother seriously wounded. "The department had decided to install the cameras which would act as a deterrent to such cases," the spokesman added. There are nearly 90 bus stands in the state while over 3,000 Punjab Roadways and Punbus buses ply on the roads.
