NEERI okays North MCD’s waste-to-energy project

The ambitious waste-to-energy project of North MCD at Narela-Bawana land fill site has overcome another hurdle as the premier environment body — National Environment Engineering Research Institute (NEERI) recommended that the entire process of solid waste management should be dealt with holistically.

‘The recommendations of NEERI to consider entire process of solid waste management from segregation of municipal waste to energy production as one holistic technology has proved a life line for the project as it was the bone of contention between municipal commissioner and concessionaire DMSW,’ said V P Pandey, chairman of Environment Management Committee of North MCD.

PK Gupta, commissioner of North MCD and officers of the department were of the view that the company has violated the agreement by change in technology as it was originally allowed for segregation and disposal of the solid waste. It’s pertinent to mention that the project was scheduled to operationalise from September 2012 but still hangs in balance.

‘The commissioner will now send the file, along with the recommendations of Delhi, to seek advice of Solicitor General of India for final decision.

‘We will start operation within 15-20 days after a green signal from the Solicitor General of India,’ said Pandey.

But, NEERI has also recommended to modify the process of fuel (RDF) making from the municipal solid waste.

The committee of the institute, which visited the site, has recommended reducing inert substances from RDF and increasing its calorific value besides compliance of all the recommendations of Delhi Pollution Control Committee (DPCC) and improvement of composting plant. The concessionaire has been asked to bring new machines which are on the port.
