Ambedkar Foundation staff write to Secy over violation of recruitment rule

It seems the concerted efforts of Prime Minister Narendra Modi to revive Dr Ambedkar Foundation (DAF) have gone in vain as a major employee unrest has sufaced over the recruitment policy. According to sources in the DAF, the norms laid by Department of Personnel and Training (DoPT) have been grossly violated by the ministry concerned in the appointment of Group D posts (MTS).
In a memorandum to Secretary of Depaertment of Social Justice and Empowerment G Latha Krishna Rao office, the DAF employees have stated that the Social Justice Ministry has been making a "mockery" of Central government recruitment procedures by notifying Group D post as Group A post.
The employees have appealed to the Secretary to safeguard the interest of staff from "discriminatory actions" due to illegal notifications of Recruitment Rules (RR) by the ministry. They have also alleged that the recruitment policy was never brought to the DAF Governing Body as mandated by the Central government.
In the letter to the Secretary, the employees have alleged that the prescribed mandate of the DAF to frame the recruitment rules has been "encroached" upon by the ministry. Citing the rule book of the DAF, they stated that recruitment to all the posts in the foundation will be made as per the rules to be framed by the DAF with the approval of the governing body and in consultation with the competent authority as per instructions by the Centre from time to time.
However, in complete violation of the prescribed mandate, the RRs were framed by the Social Justice Ministry with a "veil of secrecy" and in a totally non-transparent manner for some vested interests, the staff alleged.
