India and Russia bolster defence ties in Moscow

Moscow/ New Delhi: The 21st session of the India-Russia Inter-Governmental Commission on Military and Military Technical Cooperation (IRIGC-M&MTC) took place in Moscow on Tuesday.

It emphasised strengthening the robust strategic partnership between the two nations, with a particular emphasis on exploring new avenues for collaboration in defence and military technology.

Defence minister Rajnath Singh and his Russian counterpart Andrey Belousov held the meeting where discussions revolved around the operationalisation of the Military Technical Cooperation Agreement for 2021–31, a crucial framework aimed at advancing India’s indigenous defence production under the “Make in India” initiative. The agreement signifies a strong commitment from both nations to enhance cooperation in defence manufacturing, enabling Russian industries to play a greater role in India’s quest for self-reliance in the sector.

The meeting also coincided with significant milestones in the bilateral relationship, including two visits by Prime Minister Narendra Modi to Russia earlier in 2024, which underscored the deepening ties between the two nations. Rajnath reaffirmed India’s dedication to fostering domestic defence capabilities and invited greater Russian participation in India’s industrial initiatives aimed at strengthening its defence infrastructure.

Belousov highlighted the importance of mutual trust in the India-Russia relationship, which evolved into a “special and privileged strategic partnership.” He also congratulated India on the commissioning of INS Tushil, marking a significant achievement in India’s naval capabilities.

The session culminated with the signing of a protocol outlining ongoing and future areas of cooperation. Singh anticipated extending an invitation to Belousov for the 22nd IRIGC-M&MTC session, scheduled to be held in India in 2025.

In addition to the formal talks, Rajnath participated in ceremonial events, including inspecting the Guard of Honour at the Russian Defence Ministry and laying a wreath at the Tomb of the Unknown Soldier to pay homage to Soviet soldiers who lost their lives during World War II. These acts of remembrance and respect underlined the historical ties and mutual regard that continue to underpin the India-Russia partnership.

Rajnath also pressed Russia to expedite the supply of two remaining units of S-400 Triumf surface-to-air missile systems. He showcased new opportunities in India for Russian defence industries in joint production of various military hardware, noting that India-Russia engagement is very strong, and it has lived up to the “responsibilities” of a special and privileged strategic partnership.

Later, Rajnath met Russian President Vladimir Putin and the two leaders noted that the India-Russia partnership holds immense potential and combined efforts will pave the way for “remarkable outcomes”.
