Poor floor management by the ruling Bharatiya Janata Party (BJP) once again came to fore on Friday as the proceedings had to be adjourned till Monday in the absence of quorum.
In the afternoon a very engrossing debate was under progress on the private member resolution brought by independent member Raju Shetti demanding implementation of the recommendations of the National Commission on Farmers.
In the midst of the debate a CPI(M) member pointed out to the Chair that there were not mandatory number of members present in the House to make quorum. As per rule, one-tenth of the total membership of the House must be present to make the quorum. Seeing no response from the treasury benches, whose responsibility it is ensure presence of adequate number of members, the Presiding Officer adjourned the House.
Incidentally despite the presence of party chief whip Arjun Ram Meghwal, adequate number of party memberswere not present. Majority of the 13 whips appointed by the party to ensure presence of MPs were also absent.
Prime Minister Narendra Modi and Parliamentary affairs minister Venkaiah Naidu in past has counseled members to be present in the House but all through the course of discussions in the afternoon session the treasury benches remain empty and this also has cascading effect on the opposition benches with presence of Congress members being so thin they could be counter on finger. Modi’s counsel fails to get BJP members to house.
