Modi handpicks babus in big secy rejig

The ‘handpicked’ bureaucratic reshuffle is being seen as PM Modi’s continuous efforts to promote ‘less government and more governance.’ Soon after the NDA government's coming to power, the appointments committee of the cabinet (ACC) was reconstituted by Modi. It was decided that ACC would include only the PM and the HM.

In contrast, during Manmohan Singh regime, ministers were empowered to select their departments’ top officials as they were included in the ACC along with the PM and the HM. But now Modi is personally selecting the bureaucrats and promoting highly efficient IAS officers, including Ashok Kumar Gupta, as special secretary, department of defence production, which falls under ministry of defence.

The cadres of UP topped the list with maximum numbers of five promotions out of 26. Some of the important post holders from the UP cadres are: Rajive Kumar, as special secretary, ministry of petroleum and natural gas; Devendra Chaudhary, as special secretary, ministry of power; Vrinda Sarup, as special secretary, department of school education, which comes under HRD ministry; and Balvender Kumar, as vice chairman, Delhi Development Authority (DDA), ministry of urban development, in the rank and pay of secretary.

Senior IAS officer Rajiv Nayan Choubey has been made special secretary in the ministry of power. Earlier, the ACC meeting, chaired by PM Modi on 18 June has cancelled the appointment of Choubey, a 1981-batch IAS officer of Tamil Nadu cadre, as additional secretary in the prime minister’s office (PMO).

Anjuly Chib Duggal has been appointed as special secretary in department of expenditure, while her batchmate Chirravuri Viswanath, chairman and managing director of Food Corporation of India, has been promoted to the rank and pay of secretary.

Anil Kumar Agarwal, a 1981-batch IAS officer from West Bengal, and director general in Employees State Insurance Corporation, has been promoted to the rank and pay of secretary. Another cadre from West Bengal, Tuk Tuk Kumar, was promoted as special secretary and financial adviser, ministry of road transport and highways in the pay of secretary.

Ameising Luikham was promoted as special secretary, North Eastern Council, ministry of development of northeastern region.

Ravinder Kumar Jain has been appointed as secretary in the National Disaster Management Authority (NDMA) in the rank and pay of secretary.

Rajiv Arora, joint secretary in the department of commerce, has been shifted to the national intelligence grid or NATGRID in the same capacity.

Subhag Singh has been appointed as managing director in National Agricultural Cooperative Marketing Federation of India (NAFED). Singh, a 1987-batch IAS officer of Himachal Pradesh cadre, is working as joint secretary in department of defence.

In home ministry, Ravindra Kumar Jain was promoted as secretary, National Disaster Management Authority. The other changes in the ministry include Suresh Chandra Panda, who was promoted as special secretary and financial adviser.
