Ministry takes a call on bamboo taxonomy

Jayanthi Natarajan, Minister of State for Environment and Forests, informed the Parliament that there is no proposal to declare or classify bamboo as a grass since taxonomically, bamboo belongs to grass family.

The reply said that it has a woody stem unlike other grasses and grows up to a height of 20 to 40 ft. Bamboo being perennial grass has been traditionally known as 'poor man’s timber', and is used as a timber substitute widely in the country especially in rural areas. Bamboo has been defined as minor forest produce under the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 which will benefit tribals and other forest dwellers in whose favour the forest rights are settled under the act.

In the reply to another question, Natarajan informed the Parliament that the Government of India has set up a National Clean Development Mechanism Authority (NCDMA) in December 2003, with the Secretary (Environment & Forests) as Chairman.

She informed that the Authority considers various Clean Development Mechanism (CDM) projects for the grant of Host Country Approval (HCA) from sustainable development point of view. India’s CDM potential represents a significant component of the global CDM market. As on 28 August 2012, out of total 4,527 projects registered by the CDM Executive Board, 878 are from India, which so far is the second highest by any country in the world. Under the CDM modalities and procedure, projects with Official Development Assistance (ODA) are not eligible for CDM benefits.
