LoP Vijender Gupta proposes amendments to Janlokpal Bill

The Leader of Opposition in the Delhi Assembly, Vijender Gupta, proposed 10 amendments in the Bill demanding Chief Minister Arvind Kejriwal to incorporate them for consensus.

“The public servant in the Bill should include only such Central government employees who are at the disposal of the Government of National Capital Territory Delhi on deputation. Action against such Central government employees deputed to the Delhi government shall only be taken after prior sanction of the Lieutenant Governor,” said Gupta.

In the present Bill, Delhi Janlokpal has the jurisdiction on all Central government ministries and employees 

in the territorial jurisdiction of Delhi. Alleging that the present format will make the 
Janlokpal a puppet of the Delhi government, Gupta emphasised that these amendments were necessary to make the Bill legally viable, strong and practical.

“The recommendation of the selection committee shall be sent to the President through the LG who will take a final decision regarding the appointment,” said Gupta proposing the amendments in the process of appointing Janlokpal.

“Janlokpal should be removed by the President on the basis of the report of the Supreme Court on the allegations of misuse of office signed and forwarded by two third MLAs of the Delhi Assembly,” added Gupta. 

On his previous stand of opposing the Bill on the ground of not following the procedure, Gupta said: “As the Bill is now in the House for discussion, we are playing the role of a responsible Opposition to make it legally sound.”
