Lokpal, Swaraj and MLA fund bills likely to come up in cabinet meeting today

In a Delhi government cabinet meeting, scheduled for Monday, it is likely that approval will be given to Delhi Lokpal Bill, Swaraj Bill and MLA’s local area development fund. In the last cabinet meeting, it was announced that a special assembly session will be held from 13 to 16 February for Delhi Lokpal Bill.

According to sources in Delhi secretariat, the draft for Lokpal bill will first get its approval from the cabinet and then it will be tabled in assembly for debate. After the Lokpal bill is cleared by the Delhi assembly, it will be sent to the central government for final approval.

Sources in the chief minister’s office added that the anti-corruption ombudsman will be an independent body and even the chief minister’s office will have no influence over it.

Delhi Swaraj Bill will first have to be put up before the cabinet on Monday and get its approval, after which it will be tabled in a similar manner in the coming assembly session for debate.

‘The bill is being drafted by a panel of experts and it will be put up in the public domain, inviting suggestions and opinions. Constructive suggestions will be incorporated in the final draft of the Bill,’ said Delhi urban development officer.

Former MP chief secretary, SC Behar, is the brains behind AAP’s ambitious Swaraj Bill. The bill aims at devolvement of power directly to the people to curb corruption at the local level. ‘With Swaraj people will have control over their own lives. It will empower people to solve their own problems,’ said Behar.

The Cabinet meeting is also likely to discuss MLA’s local area fund. In new government could not release MLA’s funds now. That is why, a large number of elected MLA’s are annoyed with AAP’s government. As per rule, every MLAs was getting four crore per year for areas development, but AAP’s government decided to abolish its and directly siphoning to Mohallasabha( Swaraj ).

Since last October,2013, MLA’s funds were not released due to announcement of Delhi assembly election. Now the code of conduct for General election is expected to be implemented in the last week of February or in the first week of March,2014, after which the Bill can’t be passed till a new government takes charge of the country.
