Lokayukta all set to put spokes in Sheila’s poll plans

Delhi Lokayukta Justice Manmohan Sarin has once again decided to play ‘party pooper’ for the Sheila Dikshit government, which is planning re-election riding on the claims of the regularisation of unauthorised colonies. According to reports, the ombudsman has decided to launch a detailed enquiry into alleged irregularities in the process initiated for the regularisation of unauthorised colonies. According to sources, the investigation will also focus on the nexus between land grabbers and politicians. The decision by the Lokayukta came after Lieutenant Governor Tejendra Khanna last month asked him to file a final report for taking appropriate action in this matter.

The Lokayukta had earlier sent an interim report to Khanna and recommended issuance of an advisory to the urban development department of Delhi government, finding it guilty of ‘en-masse’ grant of provisional regularisation certificates to the unauthorised settlements without proper verification. In the interim report, the Lokayukta has noted that Provisional Regularisation Certificates (PRCs) to unauthorised colonies were issued without any physical verification of the unauthorised colonies, some of which were ‘plain fields’.

The government, on the other hand, has decided to go ahead with the process of providing basic infrastructure like roads, electricity and drainage even in those colonies which are yet to be notified for regularisation.

The process of regularisation was started before Delhi Assembly Elections in 2008, when PRCs were issued to 1,600 unauthorised colonies in the city. In 2012, the government notified 892 colonies for regularisation of which 312 were on private land and the rest were on land of various government agencies.

The move of the government to regularise unauthorised colonies on land owned by the ASI may also attract Lokayukta scrutiny as regularising such settlements may be construed as violative of apex court orders.
