This helpline service is run by the Women and Child Welfare department of the Delhi government. The women counsellors are hired on contract to run this helpline, which operates from the premises of the Delhi Secretariat. The pesky callers generally ask counsellors questions like, ‘Are you married?’ or ‘How old are you? ‘Will you marry me, sweetie! Let us go for date.’
Of the 10,90,794 calls attended by Delhi government’s helpline between 31 December 2012 and 23
September, 2014, as many as 3,34,497 were reported to be either blank or pesky calls. Out of all the attended calls, 37,742 calls were obscene and 63,016 were irrelevant.
The helpline head Khadijah Faruqui said call details of four such telephone numbers revealed they were being operated from four different banks during non-banking hours from the Gujarat town of Amreli. While as many as 19,633 calls were received from the IDBI bank, the number of blank calls received from the UBI Bank stood at 1,678. About 1,170 calls were received from the UCO Bank and 570 from the Allahabad Bank.
The records showed that there were two more numbers from Gujarat from which the helpline received about 7,000 blanks calls during the past one year. Faruqui said details about such blanks calls have been mentioned in a complaint registered with Delhi Police Commissioner.
