Govt to implement battery energy storage system on pilot basis

Kolkata: The Bengal government is going to implement Battery Energy Storage Systems (BESS) on pilot basis. The Energy and Resources Institute (TERI) has recently made a presentation to the state Power department, giving some details related to the project.

Director general of TERI Ajay Mathur has recently written to the additional Chief Secretary of the state Power department Sunil Kumar Gupta, saying that the Mac-Arthur Foundation has conveyed their approval for the project.

A battery energy storage system is one which stores energy through the use of a battery technology with a purpose of using it in future.

The project has been structured into two phases, with a total duration of 3 years to constitute the research work leading to the development of guidelines in this regard.

In the first phase, guidelines would be developed on battery system sizing and placement, control architecture, customisation, feasibility assessment and project realisation.

A comprehensive module would also be developed to assist various utilities of the Power department, including the WBSEDCL, in determining application-specific optimum battery capacity and levelled cost of storage.

Phase II aims to facilitate integration of a BESS as a pilot installation at the distribution level and assist the distribution utility in implementation of the pilot project.

The Power department will provide all necessary data-sets through the nodal agency WBSEDCL, to undertake various activities specified in Phase I and II.

The department will also facilitate TERI and its concerned project officials to understand their existing electricity systems and operations by providing access and facilitating field visits to some of the infrastructure facilities such as sub-stations, control and data centre.

An advisory committee could be formed, consisting officials from the Power department and experts from the University of Calcutta, Jadavpur University and Indian Institute of Engineering Science and Technology (IIEST), Shibpur.

The department will appoint nodal persons for respective activities and day-to-day coordination.

A Memorandum of Understanding (MoU) would also be signed between TERI and the state Power department in this regard. A meeting would be held between the senior officials of the Power department, with their counter parts in TERI on Thursday.
