Kejriwal asks MHA to stop meddling in postings & transfers

The Chief Minister also made it clear to MHA that he was within his jurisdiction to give additional charge to top bureaucrats and the Centre should not interfere in the matter.

The reply of the Chief Minister was in response to the order of MHA <g data-gr-id="31">over ruling</g> the order of Delhi government to repatriate Delhi’s Principal Secretary (Home) to the Central government. Kejriwal, according to sources, has accepted the view of MHA that Delhi government does not have <g data-gr-id="39">power</g> to transfer an officer to Centre but registered his protest on the second part of the order which questioned the allocation of Delhi’s Home Department to Rajender Kumar, Secretary to the 
Chief Minister. 

“The transfer and repatriation of the top officers <g data-gr-id="34">is</g> the domain of Central Government and Lt <g data-gr-id="36">Governor</g> but <g data-gr-id="35">allocation</g> of the departments to them is the domain of Delhi government,” said spokesperson of Delhi Government. “If Delhi government is not allowed to allocate departments to the officers as per it’s wisdom, the very concept of elected government in the city is futile,” he added.

Senior IAS officer Dharam Pal was removed as Delhi’s Principal Secretary (Home) as he followed the order of Lt Governor Najeeb Jung on issuing the order for the appointment of Joint Commissioner of Police M K Meena as the chief of <g data-gr-id="25">Anti Corruption</g> Branch (ACB). 

“He issued the order without consulting the Home Minister of Delhi government so we have taken away the charge from him. He is currently in <g data-gr-id="27">waiting</g> list,” said a spokesperson of Delhi government. The <g data-gr-id="26">LG however</g> nullified the order of Delhi government and asked Pal to continue in his post.  

There are now two IAS officers working as Delhi Home Secretary, Pal claims to be chief of <g data-gr-id="24">home</g> department as per the orders of LG while Kumar is following the orders of Kejriwal.
