Jal Board waives off accumulated late payment surcharge for consumers

If Chief Minister Sheila Dikshit failed to announce relief for water and power consumers during Wednesday’s Budget, she made up for it on Thursday, by providing substantial relief to Delhi Jal Board consumers in a statement at the Assembly. In order to reduce the inconvenience  caused to consumers due to the transition to the new Revenue Management System(RMS) for water, the CM on Thursday announced waiver in accumulated late payment surcharge for water. ‘Due to change over to the new system and transfer of huge data and its cross-checking and verification, incidences of wrong billing are being reported by the consumers’, she said, adding, ‘it is essential to look into the errors that have come up due to elongated billing period. As some of the errors have taken place due to the earlier system of keeping manual records, Delhi Jal Board has decided to provide substantial relief to the Consumers by waiviing off their accumulated late payment surcharge and allowing them to make  payment of only actual arrears in up to six installments by 31 st March, 2014.’

The relief will be applicable with effect from 1April 2013.

Dikshit announced that the DJB domestic consumers have been allowed to make payment of actual arrears as reflected in the current bill, hence, they will not have to make payment of accumulated late payment surcharge. Further, they have also been allowed to make payment such actual arrears by 31 March, 2014 through a maximum  of six installments. In case, they make payment of full arrears by 31 st July, 2013, they would be entitled to a further discount of 30 per cent. Dikshit further urged that the DJB has also decided to grant unconditional waiver of full late payment surcharge levied on water bills for consumers in JJ & Resettlement colonies. They have also been given the facility to make payment of actual arrears in installments like other consumers. The consumers in JJ & Resettlement Colonies will also be eligible to a further discount of 30 per cent on their actual arrears, in case, they pay their full arrears by 31 July, 2013.

She added that the DJB has extended floor–wise benefit to consumers with metered connections in JJ & Resettlement Colonies. It has been decided that consumptions will be divided among number of floors in respect of single water connections in multi-storeyed units in JJ & Resettlement Colonies to attract benefit of floor-wise connections and lower consumption slab. This benefit will be provided as per floor detail record available with the DJB. Further, un-metered connections will be given floor-wise benefit from the date of installation of water meter.

Dikshit exhorted the consumers to get their water meters installed. She expressed confidence that the relief measures would go a long way in overcoming most of the grievances related to the bills. The DJB has introduced multiple modes of payment like Jeevan Centres, Kiosk, ZRO offices and selected branches of specified banks in order to make payment easier and more convenient, and nearer to the doorsteps of the consumers. A dedicated Helpline (23612222)has also been commissioned to respond to the consumers’ queries and address grievances on billing. Further, the DJB is also striving to improve the equitable supply and management of water.

Dikshit also claimed that the DJB has introduced the new Revenue Management System which enables consumers to pay and track their bills on-line and on-line facility for new connections, dis-connections, re-opening and mutation of accounts.
