Industrialists urge Haryana to do more for ‘ease of doing business’

Industrialists and small-scale businessmen of Haryana called for a liberalised Estate Management Procedure (EMP) and asked the state government to make amendments in the operating procedures laid down for industries.
In October, Chief Minister Manohar Lal Khattar had released the EMP-2015 of Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), the nodal agency for providing industrial infrastructure in the state. However, not happy with some of the clauses of EMP-2015, industrialists — especially those having micro, small and medium enterprises — said that the EMP was more restrictive rather than giving “ease of doing business”, for which it was actually formulated.
In another demand, industrialists asked the HSIIDC to promote growth of micro and small industries through setting up of “flatted factory complex” (FFC). These FFCs would have quality labour housing, provisions for creating technology park estates within the industrial areas and also “plug and play” facilities for new and small entrepreneurs.
Commenting on the urgent need for promotion of industries and ease of doing business in the state, Principal Secretary (Industry) of Haryana, Devender Singh said, “The state government has already enacted New Enterprises Policy Act and the work of simplification of rules and procedures pertaining to setting up of industrial units in the state is already in progress and it should be completed in a month’s time.”
The HSIIDC will soon take concrete steps to redress grievances of entrepreneurs and a high power committee is being constituted where senior officials of the concerned departments relating to setting up of industrial units will sit under one roof and redress all problems of entrepreneurs.
The state had received 98 action points from the Government of India for the foundation and promotion of ‘ease of doing business’ and the Haryana government has already achieved 76 per cent compliance in this matter, Singh added.
While focusing on simplification of procedures and transparency in its functioning, HSIIDC managing director Sudhir Rajpal said that all the 31 estate managers of HSIIDC in the state have been directed to provide the services to entrepreneurs online within a time limit to achieve the aim of ease of doing business.
