IAS Shakti Sinha, Vajpayee’s ex-secy, applies for VRS

Prominent bureaucrat Shakti Sinha has applied for voluntary retirement from the Indian Administrative Service (IAS). Currently posted as principal secretary (finance and power) in the government of NCT Delhi, Sinha was private secretary and later joint secretary to former prime minister Atal Bihari Vajpayee.
The 1979-batch officer was peeved at being overlooked for the post of chief secretary in govt of NCT Delhi. He was pipped to the post by his batchmate DM Spolia. Sinha, who has had a very exciting career including a posting in Afghanistan as part of the United Nations mission coordinating international assistance to the government on National Development Strategy and governance issues, was also recently overlooked for the promotion to the rank of secretary in government of India.
Though Sinha still has four years of service left, sources said, he was finding it difficult to work in consonance with the chief secretary, who has adopted ‘a very liberal’ attitude towards the private power distribution companies. Sinha, on the other hand, has taken a very tough position vis-à-vis the power companies, whose outstanding to be paid to Delhi government has been continuously surmounting.
‘A group within the bureaucracy has been working overtime to stall Sinha’s progress including filing fictitious
complaints, whenever a time comes for upward movement in his career,’ said a colleague of the officer, who commands great respect for his expertise on strategic and governmental affairs.
Sources said that his case for empanelment as secretary to government of India was overlooked on flimsy ground of procedural irregularities, which could have been set aside.
However, the Department of Personnel and Training (DoPT) decided ‘to go by the book’ to fix Sinha. A complaint against him last year, of which he was later cleared, had marred his chances of becoming chief secretary.
