House owners get govt relief in interest on dues

The Delhi Urban Shelter Improvement Board (DUSIB) under the chairmanship of Delhi chief minister Sheila Dikshit on Friday decided to grant substantial relief in interest for delayed payment to those who have been allotted houses under the Residential Flats Registration Scheme, 1985.  
Under the scheme, the erstwhile Slum and JJ Department had allotted 5,662 flats through computerised draw after preparing a priority list.

Out of 5,662 flats, 2,463 flats were allotted on higher-purchase basis. The allottees of these 2,463 flats were required to pay 25 per cent of the cost of the flat at the time of allotment and the remaining amount in 180 monthly installments.

Dikshit said the rate of interest for delayed payment after one month will now be 12 per cent, after two months 24 per cent and after three months 48 per cent of the balance payment. The allottees had failed to deposit the balance cost of flats regularly on time, resulting in accumulation of huge arrears.

At a meeting on 11 May, 2013, the Board had decided to introduce relief and reduce the rate of interest and penalty charges.  The Board on Friday approved the move for reducing the rate of interest being charged on outstanding dues. The relief in interest will be in effect between 1 September, 2013 and 31 March, 2014, during which time, simple interest will be charged at the rate of 12 per cent and not 48 per cent per annum as decided.  It has also been decided that cases in which freehold rights have been granted or conveyance deed issued after receipt of up-to-date outstanding dues will not be re-opened. 

The flats had been allotted in 20 colonies across Delhi.
Dikshit said the board has given its approval and expenditure sanction for providing 10-seater trailer mounted mobile toilet vans (MTV) with bio-digester technology for installation, management, operation and maintenance.  100 MTVs or 1000 seats with bio-digesters will be deployed at different locations at an estimated cost of Rs 12.50 crore.
