House grouse: Monsoon session sees bumpy start over Telangana crisis

The reverberations over the decision to create a new state of Telangana were felt on the first day of the monsoon session of parliament, which was stalled by protests.
The demonstrations continued despite the government saying that substantive and procedural issues related to the new state would be dealt with in a Cabinet note that’s being currently prepared.

Both the Lok Sabha and the Rajya Sabha could not function normally as they witnessed slogan-shouting by members from Seemandhra region, demanding justice for the people from the region.
With constant disruptions, both the Houses were adjourned repeatedly without transacting any substantial business. The Lok Sabha was then adjourned for the day at 3 pm and the Rajya Sabha just 15 minutes later.

In the Rajya Sabha, finance minister P Chidambaram said the home ministry will ‘bring a comprehensive note for the Cabinet containing both substantive and procedural issues for the decision of the Cabinet.’

Chidambaram, who spoke after demands by MPs for a statement from the government and a debate on Telangana, said, ‘In the matter relating to the separate state of Telangana, the Constitution of India lays down a procedure for formation of new states. Besides, a number of substantive matters have to be addressed with the formation of new state. These matters are under consideration of
the Government.’

The issues, he said, ‘will include, but (will) not (be) limited to, sharing of river waters, generation and distribution of electricity, safety and security of all residents of all three regions, guarantee of fundamental rights of all residents, etc.’
