High drama in RS over quota bill

After Bahujan Samaj Party supremo Mayawati’s outburst in Rajya Sabha on Wednesday, the government on Thursday introduced reservation in promotion bill amid high drama as Samajwadi Pary (SP) members walked in protest. Voting on the issue, which will require two-third support for its passage, is likely to take place on Monday.
Two SP members were directed to leave the House for causing disruption over the bill. Finally all SP members walked out, following which proceedings went on smoothly. The trouble started just before the bill was moved by Minister of State for Personnel V Narayanasamy in the third such attempt in the last four days.
He said agitations are on in some states and the bill is aimed at removing injustice done to the deprived categories. The bill is strongly supported by the BSP, while the SP, its arch rival, is equally vehemently opposing it.
The bill got conditional support from the Bharatiya Janata Party (BJP) and other parties such as CPI-M, CPI, Trinamool Congress and the Janata Dal (United). Shiv Sena has opposed the bill.
Moving the Constitution (117th Amendment) Bill, 2012, Narayanasamy said it is important in the backdrop of backwardness of the Schedule Castes and Schedule Tribes and their inadequate representation in government jobs.
Arun Jaitley, Leader of the Opposition, initiated the debate on the bill and asked the government to make changes so that it did not create reverse discrimination. He said BJP supports affirmative action for uplift of those who have been historically deprived of opportunities, but sought changes in the bill.
Mayawati said the bill has been brought to the House with great difficulties and hoped it would pass with comfortable majority. She slammed the Congress for the plight of SCs and STs in the country and its failure to take action for their uplift. She also advocated reservation for economically weaker sections of upper castes as well as backwards.
