Graduates apply to be sweepers in Parliament

The grave issue called unemployment has caught up with the Indian Parliament finally. It has received 30,184 applications for an advertisement for 22 casual labourers (Beldar) posts.

According to a senior officer, who was in the board of selection, thousands among these candidates are graduates and post-graduates from various states, including Delhi.

‘Three among them are law graduates and thousands are art, science and commerce graduates and post-graduates,’ said the officer on condition of anonymity. The interview of 28,676 short-listed candidates was conducted from 25 October to 8 November  by the secretariat of Indian Parliament in New Delhi. About 1,508 candidates were rejected for either being  under aged or over aged.

These candidates had apparently approached the Member of Parliaments (MPs) of their area to recommend their names for these posts. Predictably,  the number of recommendations by MPs are many times more than the number of vacancies available. ‘We have no option but to recommend the name when a person comes from our constituency or through any party worker or leader, but I know that he will not get the job. I had already recommended names over three times of the vacancies,’ said a MP, on condition of anonymity.

The insiders say the situation highlights two problems – unemployment and deteriorating standard of higher education in the country. ‘The situation is fallout of the poor state of education in the country. These students get degrees from innocuous private and government institutions in the country whose sole interest is to distribute degrees than provide quality education,’ commented a senior officer of secretariat of Indian Parliament.

The posts are completely contractual, daily wage basis. The job responsibility of this grade include cleaning of wash rooms, sweeping, load carrier and drainage cleaning. A casual labour will be paid around Rs 236 per day, which comes to a maximum of Rs 7,100 per month. If he gets job for 30 days regularly, that is. The deployment is totally based on requirement. The senior officers confirmed that the contract will have to be renewed from time to time in the sole discretion of the secretariat.

As per the advertisement issued for these posts in April, this year the candidates should not be less than 18 years and not more than 27 years of age on the closing date, 4 June 2012. However, an age relaxation of three, five and 10 years was given for OBC, SC/ST and physically challenged candidates, respectively.

The sole criterion for the selection was interview of 25 marks for the short-listed candidates and the minimum educational qualification is matriculation, 10th pass.
