Gr Noida plan approved but strings attached

The NCR Planning Board approved the Greater Noida Master Plan-2021 on Friday, after imposing several conditions for sustainable development in the region which includes development of appropriate green area and accommodation for the economically weaker sections who work as domestic and office helpers.

In its final clearance, the NCR Planning Board has approved the recommendations of the statutory planning committee to declare the Noida Extension an industrial township unlike a residential area as proposed by the Greater Noida Industrial Development Authority (GNIDA).

The board has made a provision to reserve 20-25 per cent of the residential part for the economically weaker sections (EWS), a mandatory 16 per cent green area and a dedicated environment management plan along with solid waste management plan for all under-construction and future projects.

In addition, detailed directions of the NCRPB on transport, traffic management, Metro, mass rapid transport system, sewage and water supply were also incorporated in the final plan.

Reacting to the development the spokesperson of GNIDA, Yogender Sinha, said, ‘It’s a boon for us as all the activities of the authority including development work, allotment of land, land acquisition, construction have been under freeze for over 10 months. We hope we will soon start work on all the projects including Noida Extension.’ The Allahabad High Court, in its order on 21 October 2011, had ordered a freeze on all work till the GNIDA Master Plan-2021 is approved by the NCRPB.

‘We will start the construction work on the site as soon as we get directions from the GNIDA. I hope we will be able to restart the construction within a week or two,’ said Rakesh Srivastava, marketing head of Gayatri Aura real estate group.

Noida Extension is situated close to Noida’s Sector 121 and Sector 119 and is spread over 20 sectors. There are over 40 major residential mega-projects of different real estate giants in the region, in addition to several other projects by local builders. After the signing of the Master Plant-2021, Noida Extension Flat Owners and Members Association (NEFOMA) has called off the protest planned at the residence of union minister Kamal Nath on Saturday morning.
 

FARMERS THREATEN TO STALL WORK
 
Associations of farmers whose land was acquired for the Noida Extension project have demanded that their concerns be addressed before construction work in the region is resumed. The farmers have also declared that they will stall work till their demands are met. The farmers want that residential lands be returned to them.

In a letter to the Prime Minister the farmers’ association, Bharatiya Kisan Sangharsh Samiti, has sought his intervention in the matter and also requested for time to meet him after the end of the ongoing session of the Parliament.

‘We will not allow construction work to resume till our abadi (residential) lands acquired in the project are returned to us,’ said Dushyant Nagar, president of Bhartiya Kisan Sangharsh Samiti in Greater Noida. In the letter to the Prime Minister, Nagar has asked him to conduct a fresh survey of the abadi areas by an independent agency before implementing the work.

‘The residential areas of thousands of farmers was acquired by the authority under industrial clause and sold to builders. The data of the authority is old. We need a fresh survey,’ added Nagar. The members of the association reportedly went to the Prime Minister’s residence on Thursday and demanded his intervention against the alleged injustice being committed to farmers just 27 km away from his residence.

According to sources, keeping in mind the next general election, neither the Samajwadi Party-led Uttar Pradesh government nor the Congress-led central government will overlook the concerns of the farmers. Furthermore, the appeal of the farmers against the decision of the Allahabad High Court is still pending in the Supreme Court and the next date in the case is on 08 November, 2012. The next challenge before the Greater Noida Industrial Development Authority therefore, is to satisfy the farmers.
