Taking a cue from West Bengal in handling Maoists, the Centre is all set to initiate talks with the people’s militia, besides increasing the compensation package for those surrendering their arms.
Union Home Minister Rajnath Singh has already termed Left Wing Extremism (LWE) as a major challenge for the country. According to sources, the government has engaged locals in LWE-affected areas to prepare a <g data-gr-id="31">ground work</g> for talks with the Naxalites.
Sources said the Centre will emulate West Bengal Chief Minister Mamata Banerjee, whose government offered compensation to Naxalites who surrendered and wanted to return to the mainstream.
Going by the initial plan, the Centre is mulling to grant increased monetary packages to those who surrender their arms and ammunition. The compensation amount will depend on what kind of arms or ammunition a Maoist is willing to surrender. “Monetary assistance will vary from a single barrel gun to AK-47 and we are suggesting for additional 5 per cent increase in the compensation from the existing amount,” sources said.
At present, those who surrender LMG, sniper rifle or rocket launcher are entitled to get Rs 35,000. But now, the Centre is planning to increase the compensation by 5 <g data-gr-id="33">per cent</g>. Besides, it is likely to increase the monthly stipend of Maoists who surrender from the existing Rs 4,000.
The government is also planning to open more ITIs and environment-based research centres in Chhattisgarh, Jharkhand, Odisha, Andhra Pradesh and Maharashtra for the children of Maoists. Not the least, those returning to the mainstream will be entitled to benefits under the Van Bandhu Kalyan <g data-gr-id="34">Yojna</g> (VBKY).
At present, Maoists who have surrendered are not eligible for grants and benefits under the scheme. A comprehensive report in respect of LWE has been <g data-gr-id="40">drafted</g> and 106 districts in nine states have been given special attention with regard to planning, implementation and monitoring of various schemes.
Speaking to Millennium Post, Mansukh Bhai Vasava, MoS in the Ministry of Tribal Affairs, said: “We are ready for talks with the Maoists if they want to return to the mainstream. We will also provide them all benefits under the VBKY.” Meanwhile, in the midst of Army operation in Myanmar, the
government is planning similar benefits for northeast insurgents.
