While enlisting the achievements of social justice and empowerment ministry on Tuesday, Gehlot said, ‘The differently-abled people face difficulty because of multiple authorities giving the certificates... At times, certificate issued in one district is not valid in other.
This universal ID-card for the differently-abled will solve these problems. It will be done by March next year.’
On the question of ID cards to beggars, the minister said, ‘The identity cards to beggars will be issued to identify exact number of their presence in the country as there is no accurate data. After collecting the data of beggars, the government will moot plans to rehabilitate them and work in the direction to curb beggar rackets.’
While emphasising on starting a survey to identify drug addicts, Gehlot said, ‘The cases of drug addiction is increasing day-by-day. We have planned to conduct the survey to find out accurate number of drug addicts in the country. In the first phase, the ministry is conducting survey in the states of Punjab and Manipur as these two states rank at top in the drug addiction cases.’
On the question of fulfilment of vacant seats in government organisations under handicapped quota, Gehlot said, ‘The ministry will organise a special recruitment drive to fill all vacant seats under the handicap category.’
Asked about reservation for Scheduled Castes and Scheduled Tribes in private jobs, the minister said several stakeholders were involved in taking the decision and he was not in a position to reply to it.
‘This is a matter under the DOPT, and other ministries and departments are also involved. The situation is not clear,’ he said.
