"Yes, Sir. Central Electricity Authority (CEA) had got the studies conducted for identification of large pithead and coastal sites based on satellite mapping using remote sensing technology," Power Minister Piyush Goyal said in a written reply to Rajya Sabha.
He was replying to a question whether studies have been conducted to explore or find out the feasibility of setting up of thermal power projects in the country.
The minister said, "A total number of 200 potential sites with likely gross installed capacity of 4,28,905 <g data-gr-id="29">mw</g> have been identified... This <g data-gr-id="21">include</g> two coastal sites, namely, Divigi and Honavar in districts Uttar Kannada, Karnataka."
After the enactment of the Electricity <g data-gr-id="26">Act</g> 2003 generation of electricity has been de-licensed. As such Techno-Economic clearance by Central Electricity Authority is not required for setting up of thermal power projects in India, he added.
In a separate reply to the House, the minister said that government has planned power generation capacity addition of 1,18,537 <g data-gr-id="19">mw</g> (including 88,537 MW conventional and 30,000 <g data-gr-id="20">mw</g> renewable) during the 12th Plan (2012-17).

<g data-gr-id="70">Government</g> is considering a policy for coal linkage auction and has sought comments from stakeholders on the draft auction methodology it has prepared, Parliament was informed on Monday. “In order to conduct the auction of the coal linkages to non-regulated sector ...through competitive bidding this ministry has prepared a draft auction methodology... public consultation,” MoS Coal and Power Piyush Goyal said.
