GDA comes up with new PPP model

The Ghaziabad Development Authority (GDA) on Friday approved implementation of a new public-private partnership (PPP) model in which the prospective beneficiaries will share the financial burden of infrastructure development by paying betterment charges for two mega infrastructure projects.

‘The authority will impose development charge of Rs 500 per sq m on 2,500 acre land along a proposed elevated expressway from Uttar Pradesh Gate to Rajnagar Extension. Similarly, 15 per cent of the difference of present circle rate to the circle rate in 2012-13 would be charged as betterment charge on the properties falling along proposed metro route from Dilshad Garden to Ghaziabad city,’ said Santosh Kumar Yadav, chairman of GDA.

In the first project — the elevated expressway — the authority expects to earn Rs 500 crore in four years. ‘The infrastructure development is the need of the city and people don’t hesitate to pay some extra penny for better infrastructure and services,’ he added. The proposed expressway around NH-24, around 22 km long would connect Delhi border near Ghazipur to Rajnagar township of GDA. This would have two clover leafs - one at Indirapuram and other near Grand Trunk (GT) road. 

The authority also decided to construct a science and technology park in Patel Nagar area on 10,000 sq m land which would cost Rs 1.5 crore.
