GDA agrees to pay Centre’s share in 9.4 km-long metro project

Ghaziabad Development Authority (GDA) on Monday cleared the proposed 9.4 km- long metro project by agreeing to pay a reimbursable amount of Rs 397.40 crore (Central government’s share) to Delhi Metro Rail Corporation (DMRC). The authority also decided to freeze sector rates till September 2014 to attract investment in the area.
‘The board meeting convened by the authority has approved the proposal that GDA would pay the centre’s share of budget to DMRC. We will get the amount reimbursed from Central government,’ said spokesperson for the GDA. The 9.41 km-long metro route will connect Dilshad Garden metro station (on red line of Delhi metro) to Bus Station in Ghaziabad district, which is adjacent to GDA head office.
‘All the approvals and formalities for the project have been completed except signing of Memorandum of Understanding (MoU), which has been sent to Uttar Pradesh government for approval’, the spokesperson added.
The project costs Rs 1,770 crore, of which the Central government would bear Rs 397.40 crore, DMRC will contribute Rs 256 crore and GDA will pool in Rs 1116.6 crore. As per the format of the MoU sent to GDA by DMRC last month, DMRC wants GDA to pay the centre’s share directly and then get it reimbursed. The metro route has been finalised with seven stations that include, Shaheed Nagar, Rajbagh, Rajender Nagar, Shyam Park, Mohan Nagar, Arthla, and Naya Bus Station. Construction is likely to start within a couple of months and it will take three years to complete it. In another major decision, the authority decided to construct a 3.5 km-long cycle track along Hindon River near Sidharth Vihar. The authority has also decided to prepare a detailed project report for the conservation of river bed area and its ecology.
The board meeting also approved that farmers from whom land was used for the development, can book two community centers in Madhuban Bapudham Yojana for just Rs 5,000 per day, against a going rate of Rs 30,000 per day. Besides the board meeting decided to freeze sector rates till September 2014 to attract more investments in the area. As per the previous decision sector rates were linked with circle rates of the district. However due to several other charges the sector rates went up by 22 percent. GDA has proposed earnings worth Rs 305106.34 lakh and expenditure of Rs 215325 lakh in the 2014-15 financial year.
