Funds unused but eyes on more

The fund given by Delhi government to East Delhi Municipal Corporation (EDMC) is lying idle in its account and the corporation has not been able to spend even a single penny from the budget in the first quarter of the current financial year. Moreover, in the absence of proper planning and projects, the officers in the corporation are finding it difficult to expend the fund obtained under various schemes.
EDMC obtained a total of Rs 178.4075 crore from Delhi government for the first quarter from April to June this year. Around Rs 102 crore of this amount was obtained under Non-Plan Scheme and Rs 76 crore under Plan scheme. If we add the Rs 28.66 crore of moratorium, the amount left unused last year, the entire money lying idle in the account comes to nearly Rs 206 crore. The money Should have been completely expended by June, the end of the first quarter.
The performance of the corporation in the first quarter has been very disappointing as the total demand for payment pending with the corporation till 16 July is Rs 55 crore. A payment demand of Rs 24 crore has been generated against the work done by the Shahdara North Zone of the corporation while Shahdara South Zone has done work worth Rs 28 crore only. The corporation has also received Rs 110 core as loan, which was used to provide two months’ salary to the employees. It’s clear that the rem aining amount would be adjusted in the next financial quarter- July to September.
According to senior officials of the Accounts department, the second and third instalment from Delhi government will come by October. This way, the corporation would get around Rs 205 crore under Non-Plan and Rs 152 crore under Plan scheme from Delhi government, in addition to Rs 220 crore as loan.
The only project in the pipeline right now is purchase of auto-trippers and trucks to collect and transport garbage. The much-hyped resolution to provide laptops and printers to councillors seems to be lost in the files, as it could not reach not reach up to the table of commissioner even after over two-and-a-half months.
‘It’s really a challenge task to plan projects to spend the fund but we are ready to face it,’ said S S Yadav, Commissioner of EDMC. So far, in the three sittings of the House and several sittings of Standing Committee, no concrete planning has been done to use the budget for welfare of the public and development of the area. The Non-Plan fund includes grant in education, maintenance of school buildings, capital assets, resettlement colonies and global share.
