Former Uttarakhand official’s son arrested for extortion bid

The son of a former vice chairman of Uttarakhand Minorities Commission, and his associate, were arrested for allegedly attempting to extort money from a Delhi real estate developer.

A team of officers from the special cell apprehended the two alleged extortionists, 40-year-old Balbir Singh and his associate, 39-year-old Deepak.The two were allegedly making  extortion calls to a leading real estate developer in the Delhi NCR area and demanding large sums of money from him.

Balbir Singh, the son of the former Minorities Commission vice-chairman, was apprehended from his house in Uttarakhand’s Uddham Singh Nagar on Tuesday while Deepak, a college drop-out, was arrested from Delhi on 5 May. ‘On 20 April, a leading real estate developer in Delhi lodged a complaint at the Greater Kailash police station alleging that he had been receiving threatening calls from an unknown person who had identified himself as Chima Shahi. The calls were being made from an international number,’ a police official said. On 4 May 2013, the complaint was transferred to the special cell and a case under the relevant sections of the Indian Penal Code was registered and an investigation started in the case.

Both technical and manual surveillance was mounted to apprehend the culprits. Technical surveillance revealed that the international number was in touch with various numbers in India operating along the Indo-Nepal border in Uttarakhand including one Indian number subscribed in Deepak’s name.

‘On 5 May, a specific input was received that Deepak Tyagi would be coming to Delhi on the pretext of attending a marriage ceremony and keeping an eye on the movements of the complainant. He was arrested from Central Park, Connaught Place. A mobile phone, that was being used to make the threat calls, along with four different SIM cards and a small pocket diary were recovered from his possession,’ said a police official.

According to the officials, on 7 May 2013, co-accused Balbir Singh was also arrested by a team of special cell officials from his native village in Uddham Singh Nagar.

The SIM with the Nepal number, which was used for making the threat call has also been recovered.

‘Balbir Singh revealed that he had had the mobile number of complainant since 2001, when he used to work as a small time property dealer in Sahibabad, Ghaziabad, UP.

After suffering a string of losses in various ventures, his financial condition worsened and in order to earn some fast money he decided to take extort money from the complainant’ said a police official.

Further investigation is in progress,the police official added.
