Leader of Opposition in South Delhi Municipal Corporation (SDMC) Farhad Suri has opposed any increase in parking rates in city and emphasised the need to curb on illegal parking in the area to increase the revenue.
‘The corporation must focus on illegal parking in the area which will increase its revenue mani-fold. Increasing parking rate will only be a addition burden on honest citizens,’ said Farhad Suri initiating budget discussion in the house on Tuesday.
‘The corporation must identify illegal parking sites and regularise it to increase its revenue,’ suggested Suri.
He enumerated several illegal parking sites in the area which are being run in connivance with senior officers of the corporation and influential politicians.
He further advised the corporation to complete its pending projects of six multilevel parking to solve the parking problem in the area.
He further alleged that the revenue estimates of the corporation are unrealistic and needs to revisited. ‘The corporation could achieve only one third of its estimated revenue in 2012-13 by September last year,’ said Suri. As per the data with account department the corporation could collect only Rs 824.7 crore against its target revenue of Rs 2,958.21 crore. Earlier, in 2011-12 the erstwhile, MCD could collect only Rs Rs 6126 crore against Rs 7011 crore revenue target. Similarly in 2010-11 MCD collected only 60 percent of its target revenue. He emphasised that the revenue target of Rs 2995.77 crore for the year 2013-14 is completely unrealistic and could not be achieved. He also questioned expenditure of the Ascro-account of the corporation and demanded that a white paper must be presented before house regarding expenditure of this account.
‘The civic body is unable to utilise funds under various accounts,’ he alleged.
‘In the current financial year the community service department was allocated Rs 108.81 crore, but it could utilise only Rs 51 crore so far. Pension for senior citizens is pending since last nine months and not even a single penny has been expended of Rs 49 lakh allocated to purchase tri-cycles for handicapped,’ Suri further alleged.
