East MCD whines over third MVC implementation after taking grants

 The EDMC, which was pressurised by the city government to implement the MVC in April this year, has claimed that the implementation will cause unprecedented burden on people involved in commercial activities and running industries as it will lead to a hike of property taxes up to seven times.

After missing several deadlines in the last five years, the Delhi government in February had clearly asked the Corporations to implement report of third MVC within two months period. The government had said that failing to implement the order will attract penalisation to the tune of cancellation of all grants and aids from the government.

The government had also clearly said that no amendments will be made in MVC by the Corporations as the government alone is authorised to make changes. After this, the Corporations were forced to implement the report from the beginning of the financial year. Now, the EDMC, after having accepted the grants is raising objections for implementing the third MVC.

Mayor of EDMC, Satya Sharma, on Wednesday said that the Corporation took the decision considering the impediments being faced in this regard. 

She informed that a committee would be constituted by the Corporation which would look into the various aspects regarding implementation of the third MVC’s recommendations and present its report to the House. She said that as per the DMC Act, a hardship anomaly committee would be formed to address the issue. She said that the Delhi government is burdening the citizens by increasing more taxes. “Property tax would rise by four to seven times if MVC report is implemented. Delhi government, despite High Court’s order, did not implement the 4th Delhi Finance Commission report and on the other hand is ordering the Corporation to introduce such anti-people measures,” claimed the Mayor.

Sharma said that as per the report of the MVC, category and factors deciding property tax of industrial and commercial areas have changed majority of them into higher category which has raised the property tax rates by a big margin and therefore its implementation is being opposed by East Delhi’s most market and industry associations. 

“Taking a practical viewpoint and considering the protest by traders, the East Corporation decided to re-look at the recommendations of the report. A committee would be formed for this purpose. Till then, third MVC report’s implementation would be kept pending,” she added.
