A delegation of the Delhi University Teachers’ Association (DUTA) met the Vice-President of India Hamid Ansari on Tuesday, seeking his intervention, in his capacity as Chancellor of Delhi university, against the DU administration’s attempt to evict the disabled teacher G N Saibaba from his university accommodation at Gwyer Hall hostel.
Amar Deo Sharma, president of DUTA said, ‘When we met the vice president, we were accompanied by Saibaba himself. The meeting lasted for over half-an-hour.’
According to G N Saibaba, ‘The purpose of the visit was to convey to the vice president about the insensitive decision of the university administration to evict me from a university allotted residential accommodation.’
Sharma also said ‘India has been a signatory to the 2007 United Nations Convention on Persons with Disabilities which makes it mandatory for the State to guarantee suitable housing rights to its disabled citizens. ‘Further, the Persons with Disabilities Act of 1995 makes it obligatory on the part of the employer to arrange for suitable accommodation for a disabled employee keeping in mind his or her specific needs,’ he added.
‘But the Delhi university’s failure to follow either the law or the guidelines of the UN Convention in Saibaba’s case is disgraceful. It may be recalled that Saibaba suffers from 90 per cent orthopaedic disability and is completely bound to the wheelchair,’ said Sharma.
Saibaba teaches English literature in the university-administered Ram Lal Anand College. The university administration has issued a formal eviction notice despite the fact that Saibaba’s appeal against the university is pending in the court of the Chief Commissioner of Persons with Disability.
Sharma also informed that ‘In the light of all these facts, vice president promised to ensure justice to Saibaba. He assured us that all possible steps will be taken to make sure Saibaba’s legitimate rights are not trampled upon,’ said Sharma.
‘While meeting we have also submitted an extensive memorandum of demands on behalf of the disabled sections of Delhi university students, teachers and karamcharis.’ added Sharma.
