DoPT moves against IAS officers who haven’t filed property returns in 2013

The Department of Personnel and Training (DoPT) is soon going to issue an ‘official memorandum’ against Delhi’s chief secretary Sanjay Kumar Srivastava and several other officers, who are yet to submit their mandatory immovable property returns for the year 2013.
Speaking to the Millennium Post over the telephone, minister of state for personnel, public grievances and pensions, V Narayanasamy, expressed his annoyance over the long list of IAS officers who are yet to submit their property returns.
‘We will soon send a notification in this regard and despite that if they fail to file the returns then strong action will be taken against them. Also, they will not be able to enjoy the appraisal, which is part of the Annual Confidential Report (ACR) of IAS officers,’ he said.
Srivastava, a 1980 batch officer, was special secretary and financial adviser in the Ministry of Health and Family Welfare. However, after the assembly election, Delhi chief minister Arvind Kejriwal appointed him as the new chief secretary replacing Deepak Mohan Spolia.
Interestingly, Spolia, an IAS officer of 1979 batch (UT cadre), who was transferred as financial commissioner, too failed to submit the property returns. Earlier, on 1 January 2013 he was appointed Delhi chief secretary.
A senior official at the DoPT said, ‘It is very unfortunate that such senior bureaucrats are showing a no care attitude in submitting returns. The former and the present chief secretary have both failed to file their returns.’
Claiming that there are a total of 235 IAS officers who are yet to submit their returns, he said, ‘We can understand the problem with young bureaucrats who sometimes fail to submit their returns because of their other official formalities. But such an act from senior bureaucrats is sad.’
The list also includes the name of a controversial IAS officer Parimal Rai. The Central Bureau of Investigation (CBI) has started a case against him in connection with alleged graft in contracts of upgradation of Shivaji Stadium during 2010 Commonwealth Games. Rai, a 1985-batch IAS from UT cadre, headed the New Delhi Municipal Corporation between 2007 and 2011.
The top brass included in the list are 1978 batch IAS officer Vivek Rai, who currently holds the post of secretary Ministry of Petroleum and Natural Gas and Vijay S Madan (1981 batch) who holds the post of director general and mission director, Unique Identification Authority of India.
