Dikshit holds on to IAS officials

The Delhi chief minister Sheila Dikshit is all set to take on the union home minister P Chidambaram regarding the transfer of 25 Delhi government officials. On Wednesday, Dikshit had announced a resolve to 'fight' against the decisions of the home ministry. On Friday, Dikshit held a meeting with the chief secretary P K Tripathi and her principal secretary M M Kutty, among other senior officers, to discuss the issue.

After the meeting, Tripathi said, 'We will hold on to everyone of these 25 government officers, as these top officials are implementing a number of key projects and schemes, and their sudden transfer would affect governance seriously.'

Meanwhile, Chidambaram said that Dikshit's unhappiness with his ministry's decision to transfer IAS officers out of the national capital was a minor difference of opinion on one or two officers. 'By and large, I think there is no difference. These are normal administrative hiccups. A glass of water and these hiccups will end,' he said.

But, sources said that the Delhi government would not take the issue of transfer of so many officials lying down and would take it up with the Centre, insisting on changes in the rules and norms of the home ministry. Tripathi met the union home secretary R K Singh on Thursday and conveyed city government's position on the issue. He also handed over a formal letter to Singh.

Interestingly, despite 309 posts sanctioned to the Delhi government, only 163 officers are at present posted, leading to a 47 per cent deficit. With 25 more officers earmarked for transfer, deficit percentage would increase as only five officials currently serving in Dadra and Nagar Haveli, Lakshadweep and Andaman and Nicober Islands have been posted to the Delhi government.

On the other hand, Andaman and Nicober Islands has 24 sanctioned posts, but 35 officers are already posted here, thus exceeding by 46 per cent. Between themselves, Daman and Diu have 16 sanctioned posts, but 20 government officers are already serving, exceeding by 25 per cent and Lakshadweep which has 14 posts has 17 officers, exceeding by with 21 per cent.
