Dikshit focuses on social sector in 2013-14 budget

Presenting the 15th consecutive budget of her government, Delhi chief minister Sheila Dikshit on Wednesday continued to focus on the social sector, which got a 65 per cent allocation in the total layout. This is the third budget Dikshit presented in Delhi Assembly in her capacity as her government’s finance minister. Delhi goes to polls later this year and the chief minister will be approaching voters for a record fourth term in office.

In her budget speech, the CM expressed confidence that the city government is on track  for a nine per cent GDP growth, compared to the five per cent growth at the national level. She also outlined the development activities taken up by her government across sectors, including infrastructure, health, water and transport.

‘Delhi is on track to for a nine per cent GDP growth, compared to the five per cent national average. The per capita income in Delhi is Rs 2,01,083. It has gone up five times since this government took over. In 1998 when we came to power it was Rs 40,060,’ said Dikshit in her budget speech. Rs 16,000 crore out of the total Rs 37,450 crore has been earmarked as plan outlay, in the 2013-14 budget. Out of the total plan outlay, she said, a whopping Rs 10,351 crore has been earmarked for social sector projects.

On the health front, she said she wanted Delhi to be the health and well-being capital of the country, with emphasis on the sector’s holistic development. There has an increase of 33 per cent in the allocation for the health sector from Rs 1,872 crore to Rs 2,419 crore, she said. The CM also declared, that six additional mobile healthcare units will be added in the north east, with support from the central government. ‘Specialised mobile healthcare units will also be provided for outreach programmes under mental health, dental health and liver health screening,’ said the chief minister. She also announced the introduction of nucleic acid amplification test in polymer chain reaction (NAT PCR) method for screening blood before transfusion to prevent spread  of HIV infection through blood transfusion in hospitals.

Out of the Rs 16,000 crore allocated for the social sector, a maximum Rs 3,876 crore has been allocated for transport in the city. In her budget Dikshit has proposed to expend Rs 2,076 crore for education, Rs 1,878 crore for social security and welfare, Rs 1,665 core for water supply and sanitation, Rs 513 crore for energy, Rs 3,876 for transport, Rs 2,300 for urban development and Rs 1,202 crore for other projects of the social sector.

Dikshit said her government has constructed 65 flyovers during the 2009-13 period, the first four years of her third term.

The chief minister for the first time, included transgenders in her social security scheme by announcing a Rs 1,000 per month allowance for trans-genders who have been living in the city for at least three years and making them eligible for the Dilli Annshree Yaojana in the next financial year.
