DERC allows new power surcharge, pvt discoms gain

The Delhi Electricity Regulatory Commission (DERC) on Thursday approved the demand of power distributing companies to levy surcharge on consumers in the name of Power Purchase Cost Adjustment Charges (PPAC) for the next three months. The increased charges will be applicable on bills for the period — 15 November 2014 to 14 February, 2015. The DERC’s move comes despite opposition by consumer bodies. After the implementation of surcharge, the power bills will increase in Reliance-backed BYPL area by seven percent, followed by its subsidiary BRPL with tariff hike of 4.5 per cent.
The consumers of TATA-backed TPDDL will have to give only 2.5 per cent extra in their power bills. ‘PPAC surcharge shall not be levied on the 8 per cent surcharge announced earlier,’ said a press statement from DERC. The commission also clarified that the 8 per cent additional surcharge towards recovery of past accumulated deficit shall not be levied on PPAC and the surcharge is temporary in nature.
The power discoms had applied before DERC to levy PPAC surcharge in October for three months— July to September. The DERC discontinued earlier PPAC surchage on 17 July when new hiked traffic order came into effect. The three DISCOMS— TPDDL, BRPL and BYPL had demanded surcharge of 7.42 per cent, 7.26 per cent and 17.01 per cent, respectively. ‘The commission has revised the PPAC formula in the tariff order of 2014-15 and has included variation in transmission charges and arrears payable to power generating public sector units like NTPC and Delhi Transco Ltd,’ added DERC.
