Special training programme to turn constables into IOs

New Delhi: Delhi Police has initiated a training programme to impart investigating skills among graduate constables, with the investigating agency claimed that as many as 56 constables of South East District are undergoing training separation of investigation from law and order in police stations.

The following training was first reported by Millennium Post on September 11.

As part of the training programme, to maintain proper law and order in the city, there is a possibility of increasing the number of investigating officers (IOs) in police stations, which will include constabulary rank personnel.

Highly placed sources told this newspaper that the Delhi Police headquarters recently asked the districts and units to submit the numbers of constables and head constables, who are posted with them and have educational qualification of graduate level.More than 2,000 lower rank personnel made to the list.

Devesh Chandra Srivastava, Joint Commissioner (Southern Range), inaugurated the eight-week training course for 56 graduate constable of South East District at Specialised Training Unit (STU) at CR Park on October 10.

While addressing the constables, he stated that they play a vital role in the separation of law and order and investigation of cases.

He further emphasised to the trainees to seriously focus on the course and learn the basics of the investigation so that they will become successful IOs.

Recently, Delhi Police launched a pilot project in which the investigation was completely separated from law and order function of police stations.

The pilot project has now been launched in 30 police stations across Delhi.

Commissioner Amulya Patnaik Delhi has proposed to utilise graduate constables, who have completed 10 years of service, to investigate cases under specific categories of crime.

Deputy Commissioner of Police (South East) Chinmoy Biswal stated that during the training programme, guest faculties, experts as well as retired and serving ACP and SHOs will take classes of these constables in penal sections of IPC, investigating procedures as per CrPC among other.

"Further, trainees will be imparted skills about the practical aspect of investigation i.e examination of the crime scene, lifting/packing of exhibits, preparation of charge sheet," said the DCP.
