New Delhi: In a decisive push against rising air pollution, Chief Minister Rekha Gupta on Friday unveiled the ‘Air Pollution Mitigation Action Plan 2026’, signalling a strong shift from policy intent to strict, ground-level enforcement. With sweeping measures targeting vehicles, dust, waste, and industrial emissions, the plan aims to deliver measurable improvements in air quality across the Capital.

Chairing a high-level meeting at the Mukhyamantri Janseva Sadan, attended by senior ministers, officials, and agencies including DMRC and Traffic Police, the Chief Minister underlined that clean air is now central to governance.

“This is not just a policy announcement, it’s an enforcement-driven campaign powered by resources, technology and strict oversight,” she said.

The plan adopts a scientific and data-driven approach, identifying 11 priority sectors and focusing on major pollution sources such as vehicular emissions, road dust, construction activity, industrial discharge, and biomass burning.

Taking a tough stance on transport emissions, Gupta announced strict enforcement of the ‘No PUC, No Fuel’ rule using ANPR cameras and digital systems. From November 1, only BS-VI compliant, CNG, or electric goods vehicles will be allowed entry into Delhi, with further restrictions during severe pollution episodes.

To reduce dependence on private vehicles, the government plans to expand the bus fleet to 13,760 by 2028-29, with a strong push for electric buses, alongside installing 32,000 EV charging points. Integration of metro and RRTS networks with feeder services is also being prioritised.

Addressing congestion, 62 traffic hotspots have been identified for time-bound interventions, supported by an Intelligent Traffic Management System and smart parking solutions.

Large-scale dust control measures, including mechanised sweeping, water sprinkling, and anti-smog guns, will be monitored in real time. Construction activities will be tracked through AI-enabled systems to ensure compliance.

The government has also set deadlines to clear legacy landfill sites and imposed a strict ban on biomass burning.

Emphasising the broader vision, Gupta said, “The Action Plan 2026 is not just about intent, it is a robust execution model with financial backing, strict timelines and accountability at every level.”

She added, “Clean air is not a luxury, it is a fundamental right, and we are committed to delivering it.”
