Head of banned Manipur outfit arrested in south Delhi
NEW DELHI: The Special Cell of Delhi Police on Tuesday night arrested a 45-year-old man identified as Oinam Ibochouba Singh alias Khoirangba, from south Delhi's Kotla Mubarakpur area for alleged his involvement in terrorist activities and extortion cases in Manipur.
Cops on Wednesday said that Singh is a resident of Manipur's Bishnupur district and a self-styled top commander and acting chairman of the banned outfit Kangleipak Communist Party–People's War Group (KCP–PWG), formed in 2016.
Incriminating material has been seized from his possession, said police, adding that he was trying to set up a base in Delhi to carry out anti national activities.
"The accused also threatened Manipur Chief Minister N Biren Singh because he held him responsible for conflicting border pillar issue of Indo-Myanmar and Naga framework agreement. He circulated a threat audio message in social media groups, saying that if the Chief Minister failed to resolve the issues within one month, he and other ministers will be targeted and killed," said DCP (Special Cell) Sanjeev Yadav.
On Tuesday, a tip-off was received that Singh would come to meet his associate at Kotla Mubarakpur, where a trap was immediately laid near Arya Samaj Mandir in the area and he was arrested on arrival.
During interrogation, Singh claimed to be the chairman of KCP-PWG and confessed to his involvements in terrorist activities in Manipur.
Police said that in 2010, he had been arrested by Assam Police under provisions of the Unlawful Activities (Prevention) Act and imprisoned for around a month.
Thereafter, he was involved in many extremist activities in Manipur. Around five years ago, to evade the police dragnet, Singh escaped to Nepal and set up base in Syangja district. Here, he extorted money from different government authorities, local businessman and private schools by sending them threatening demand letters through over ground workers in Manipur.
