"Lack of development of alternative means of public transportation outside metro stations has led to an adverse modal split for the road network. This has also forced the commuters to use personalised modes of transportation," added the annual report.
Delhi has witnessed an exponential growth of motor vehicles in the last three decades.
Since 1991, the number of motor vehicles grew by 179 percent, whereas the population by 48per cent and road length grew only by 15.7 percent, added the report.
Emphasis is laid on enforcement of discipline by the road users through quality prosecution of major traffic violations such as a violation of traffic signals, violation of restrictions, triple riding, riding without the helmet, pillion rider without the helmet, improper parking, dangerous driving, drunken driving, minor driving, over speeding etc.
