Delhi to get full statehood on 15 August?

There have been strong arguments that the Centre should keep Delhi police to itself as it wants to insulate the law-enforcing agency from political interference.
But it is likely to keep VIP security in the New Delhi Municipal Council area under itself while making the Delhi police report to the Delhi government and not to the Lieutenant Governor and the union home ministry.
‘Under the full statehood plan it is proposed to bring the land owning agency Delhi Development Authority under the Delhi government. The agency is currently under the union urban development ministry,’ an official said. According to sources, the BJP leadership is planning to revive the statehood to Delhi Bill 2003 which lapsed owing to procedural delays.
Full statehood for Delhi was the BJP’s key poll promise in the assembly and lok sabha polls. It has to be noted that despite winning all seven Lok Sabha seats in Delhi in the 2014 general election, Delhi BJP is not yet confident about its prospects in a fresh poll in the capital. Inflation, high power bills, water crisis and civic issues are likely to hit its fortunes.
Full statehood has been a contentious issue, though both the BJP and the Congress are in a tussle over who raised the issue first. However, the Delhi Congress Committee got a resolution passed by the assembly on September 2002 to press for the move. The former chief minister Sheila Dikshit had convened a special session of Delhi.
There are indications that the government may also merge the three civic bodies into one. ‘The municipal corporation was trifurcated in then chief minister Sheila Dikshit’s regime. But this move has badly affected the functioning of the civic agencies,’ a senior BJP leader claimed. Subsidy on power tariff is also likely to be enhanced up to 600 units slab.
Currently, the consumers of 0-400 unit slab are getting the benefits of power tariff subsidies. The consumers of 401-800 units slab are paying bills at Rs 7.30 per unit.
‘The subsidy of 201-400 unit slabs of Rs 1.20 per unit is likely to be upped to 600 units. Other option is to create new slab of 401-600 units and apply a separate subsidy,’ an official said.
