Delhi government plans to raise HC staff salaries

The law department of Delhi government has prepared a proposal to raise salaries and allowances for the Delhi high court's staff as per Parliamentary allowances being given to employees of Lok Sabha and Rajya Sabha secretariats, which is likely to be forwarded before the next Delhi Cabinet meeting. According to sources, the proposal may be considered in the Cabinet meeting on Tuesday.
According to the proposal on court allowances, Group A employees would be entitled to a raise of Rs 4,000 per month,while Rs 3,200 per month has been pegged for Group B. Group C employees will be entitled to a raise of Rs 2,400 per month,while Rs 1,600 per month has been slated for Group D.
The administrative and general supervision committee, comprising the Chief Justice and the judges of Delhi high court had earlier decided to grant court allowances for the judicial officers and the officials of high court, with effect from 1 January 2006.Besides, the pay structure of Delhi high court employees was not considered by the Sixth Pay Commission. There are 602 employees in the Delhi high court and monthly financial cost is estimated at Rs 17,38,400.
According to the proposal of the law department and finance department, the Parliament and Delhi high court are different constitutional institutions and, therefore, cannot be compared.
Also, the duties of employees in both these institutions are not comparable.
According to the proposal, registrar general of Delhi high court responded to finance department's apprehensions point by point, saying that pay structure of the high court has not gone into the Sixth Pay Commission's consideration and, consequently, there was no question of any recommendation, with regards to the court's allowance for its staffers.
Last month, the Delhi Cabinet forwarded this proposal to Union ministries of home affairs and finance for approval. It concerns implementation of the Delhi high court three-judge committee's recommendations for revision in pay scales and other allowances of the judicial officers.
According to official sources, 'The revised pay scales and allowances of judicial officials should be the same in all states and union territories (UTS). The revision has already been made by the Government of India with respect to the judicial officers working in other states and UTS. This will only create an anomaly among the judicial officers.'
