Delhi court summons accused in CWG scam

Taking cognisance of a chargesheet filed by the Central Bureau of Investigation (CBI) against six accused in two graft cases related to the Queen's Baton Relay ceremony in London, ahead of the 2010 Commonwealth Games (CWG) in New Delhi, a Delhi court on Monday has summoned all the six accused on 27 November.

The CBI had named three joint directors belonging to the organising committee of the CWG - Sanjay Mohindroo, T S Darbari and M Jayachandran, one director of a London-based transport firm, Ashish Patel, and his two private firms AM Car & Van Hire and AM Films in the charge sheet.

The CBI special judge Talwant Singh has summoned all the accused on 27 November.

The court has said that summons to Ashish Patel and the two companies be sent through Interpol and the ministry of external affairs (MEA) as also via international registered post, courier, email and fax.

Former CWG organising committee chairman Suresh Kalmadi was not named in this charge sheet.

The charge sheet that was filed said that 'in order to justify the allotment of the work to Ashish Patel's company, the accused officials prepared various forged documents'.

The probe agency said that these officials did not follow the standard tendering process and instead favoured Patel's company. All the accused are at present out on bail.

'The accused officials prepared fake notes on the proceedings and placed forged e-mail in support of the proposal for engagement of the London-based transport firm,' the charge sheet stated.

'They acted dishonestly and fraudulently and to justify allotment of works related to first aid, additional barriers, mobile temporary toilets, and power generations to the London-based transport firm at exorbitant rates,' the chargesheet said.


CBI NAMES FRESH CONTRACTS IN CWG GRAFTS CASE

After registering a case of alleged irregularities in the award of the multi-crore technical consultancy contracts to a Swiss firm, the CBI on Monday alleged that the officials of the organising committee of CWG -2010 and others had committed irregularities in awarding two contracts, namely the Games Workforce Service (GWS) and Games Planning, Project & Risk Management Services (GPPRMS), to a Switzerland-based firm.

It was also alleged that an undue pecuniary gain was caused by the officials of the organising committee to the consortium of Switzerland-based firm because of awarding it the two contracts .

Five such contracts were given to the firm — Event Knowledge Services (EKS) —without allegedly seeking a mandatory approval from a Group of Ministers (GoM) panel, a source in the CBI said. Tendering conditions for the two contracts were allegedly tweaked to favour the Swiss firm, said the source. The contracts were worth around Rs 71 crore.

The First Information Report named a few top OC officials, including former chairman, Suresh Kalmadi and the EKS as accused in the alleged irregularities.

The CBI had probed the irregularities earlier after lodging a preliminary enquiry complaint. The agency has filed 19 CWG cases so far to probe irregularities.

'The Swiss firm was awarded the CWG contract without seeking the requisite approval and floating of a tender for one of its components. The contract included work related to monitoring of the venue development, games' workforce services and games' planning project and risk management services,' the source said.
