Delhi CEO limits candidates’ poll expenditure to Rs 14 lakh

Countdown to Delhi assembly polls, scheduled to be held in November, began on Wednesday with the Delhi chief electoral officer (CEO) fixing the expenditure limit for every candidate at Rs 14 lakh. The CEO had on Tuesday called an all-party meeting to inform about monitoring mechanism and the penal provisions for any violation.

‘All the candidates will have to open a separate bank account for making transactions of receipt and payment for election purpose and the details of these accounts will be submitted to the returning officer (RO) at the time of filing nomination,’ said Delhi CEO, Vijay Dev.

Dev further said that the election observer and RO shall inspect this register/ account at least thrice during the election period. Assistant expenditure observers will maintain shadow expenditure registers simultaneously for each candidate for all kinds of expenditures made by candidates and the same shall be compared with the expenditure registers maintained by the candidates.

‘Candidates will have to submit expenditure registers along with invoices to the Delhi Electoral Office (DEO) within 30 days from the date of declaration of results. The DEO shall take into account shadow expenditure registers while making comments and scrutiny reports,’ said Dev. Dev further said, ‘We have made flying squads, under the leadership of the DANICS officers and the police, who will monitor the polling activities. Surveillance teams shall take video images of all the events, movements and conduct of the candidates. Members of the video viewing team will then scan the recorded footage to find out any poll-related discrepancy.
