Delhi Cabinet on Tuesday gave its nod for appointing National Buildings Construction Corporation Ltd (NBCC) as the executing agency for the construction of a 200-bed hospital at Ambedkar Nagar.
The Cabinet also decided to keep up with its efforts to delete certain derogatory nomenclatures of certain castes in the SC list of Delhi. Earlier, on 25 July 2011, the Cabinet decided to amend the nomenclature by substituting Balmiki for Bhangi and Chura, Jatav or Ravidas in place of Chamar, Giarah in place of Kanjar. This was forwarded to the Union government for its assent who denied stating that the power of amendment in the entries and nomenclatures rests with Parliament of India. On Tuesday, the Cabinet decided to pursue the matter with the Union government. Further, it decided to restore the original nomenclatures so that the beneficiaries should continue to get the benefits under various schemes/appointments/admissions. The decision to restore original nomenclatures has been taken in the best interests of the castes including in the SC list of Delhi.
According to Dikshit, the city government has been adopting two-pronged strategy to enhance capacity of existing hospitals and establish new hospitals. The Cabinet while giving nod for setting up a 200-bedded hospital at Ambedkar Nagar decided to appoint NBCC as executing agency for plan, design and construction on nomination basis.
The hospital would serve as a model health facility for the area and would have smart and green building with solar heating / lighting facilities and provision of rainwater harvesting and on site effluent treatment.
The Cabinet also appproved inclusion of one lakh widows in the new food subsidy being implemented under DILLI Annashree Yojna and allowed the vigilance committees headed by MLAs to recommend upto 500 cases for enrollment. The scheme, launched on 15 December 2012, will provide Rs 600 pm as direct benefit transfer to Aadhaar-enabled bank accounts of the senior most female members of the most vulnerable/most vulnerable families not covered under PDS and families holding BPL / AAY / JRC / RCRC / APL(Stamped) ration cards.
The Cabinet also decided to request the Union government to direct Delhi Development Authority (DDA) to make land available to the city government free of cost for public projects. Presently, the DDA, which comes under the urban development ministry controls land in the capital.
