Delhi cabinet meets to procure land at cheaper rates from DDA

The Delhi cabinet met on Monday to discuss a proposal prepared by the Delhi urban development department, which would get land free of cost or at a concession rate from the Delhi Development Authority (DDA). This was proposed on the behest of Union urban development ministry for the purpose of establishing public utilities like schools, colleges and hospitals.

According to cabinet notes, at present, Delhi government purchases  land on highly inflated rates from DDA. The cabinet will be requesting the Union urban ministry to liberalise the land policy for Delhi government on par with other union territories or states.

The Delhi government doesn't own any land. Whenever the state government needs land for any developmental purpose, it applies to the DDA and they provide land in accordance with the circle rate or rates higher than it, whichever is applicable.

The state government claim that it has been unable to fulfill certain projects due to lack of land, which DDA isn't providing due to inflated circle rates. According to the note, DDA is providing land to Delhi government, with respect to hospitals, at a rate of Rs 1.88 crore per acre. Similarly, they've had to acquire land from DDA at cost of Rs 253 lakh per acre in Rohni for a technical institution. For the purpose of constructing bus depots,  the Delhi government had purchased land from DDA at a cost of Rs 414 lakh per acre.

Another proposal regarding the Annashree yojna, which was passed on 13 August 2012, to provide food security to two lakh vulnerable households in the current year, who were not covered under BPL and  Antyodaya Yojana scheme, could not be implemented completely.

In this regard the Delhi government, on the recommendations of the members of Legislative Assembly (MLA), has decided to let them carry out the responsibility for the complete implementation of the scheme.


MINIMUM WAGE IN DELHI HIKED


Delhi labour minister A K Walia stated on Monday that the government has decided to implement the new hiked rates of minimum wages for unskilled, semi-skilled and skilled categories with effect from 1April.

The state cabinet on Monday hiked the minimum wages for workers in most categories of scheduled employment, a minister said. The government has increased the wages in the unskilled, semi-skilled and skilled categories of the work force. ‘While the new rates have been worked out after adjustment of dearness allowance, these have become applicable in respect of clerical and non-technical supervisory staff in all the scheduled employments,’ said state Labour Minister A K Walia. With the new rates coming into effect from 1 April, minimum wages of unskilled worker per month have been increased from Rs 7,254 to Rs 7,722.

In respect of semi-skilled worker, the hiked monthly minimum wage has been fixed at Rs 8,528 , as against Rs 8,008 earlier.

A skilled worker in the capital will now get a minimum wage of Rs 9,386, which was earlier at Rs 8,814 per month. ‘All the employers are again directed to ensure payment to the workers through electronic clearance system (ECS) or by cheque,’ said the minister. The workers have been asked to contact the district office of the labour department in case they are not paid wages as per the hiked rates.
