Delhi businessmen held for cheating Assam Rifles officials

Two persons have been arrested by the Economic Offences Wing (EOW) of the Delhi police for submitting fake bank guarantees and fake audit reports in order to bag government contracts from Assam Rifles. One of the arrested accused, who has a past record of criminal involvement, posed as a senior government officer. The accused have been identified as Shambhu Prasad Singh (49) and Shyam Sunder Bhatter (57).
Sandeep Goel, joint commissioner of police (EOW) said, 'Syndicate Bank in Nehru Place had filed a complaint against two companies - Dynamic Shells India Pvt. Ltd and Sai Baba Builders and Consultants Pvt. Ltd. The two companies were in the business of supplying pre-fabricated shelters to Assam Rifles and other paramilitary forces.'
The fraud came to light when in June 2011, the directorate general of Assam Rifles, Shillong requested the Syndicate Bank to verify the gurantees given by five banks to the two companies for Rs. 38,83,000 to procure the business. During verification, it was found by the Syndicate Bank that all five bank guarantees were fake.
When the EOW of Delhi police was informed, it was revealed that the submitted financial statements and audit reports in the tender document were also fake and fabricated along with the forged signatures of chartered accountants on all audit reports.
Goel added that the fake financial documents were submitted to Assam Rifles under the attestation of the two arrested accused. The companies have reportedly supplied pre-fabricated shelters on other occasions to Assam Rifles, BSF and Defence. Singh who is a resident of G K-I in the national capital was the director of Dynamic Shells India Pvt. Ltd and was arrested on Monday. Whereas, Bhatter, a resident of Kailash Colony, is a director of Sai Baba Builders and Consultants Pvt. Ltd and was arrested on Thursday. Both accused knew each other.
